Heavy metals are naturally present in the earth and in various ingredients, and therefore can also make their way to cosmetic products. Why can this be problematic? Depending on the time, frequency and amount of exposure, certain heavy metals, such as arsenic, cadmium, lead, antimony and mercury can be toxic, while people can become sensitive to heavy metals, such as chromium, cobalt and nickel.

According to the EU Directive, the cosmetic products should not produce damage to human health and the manufacturer is responsible for the safety of cosmetic products placed on the market.

Which legislations require it?

Heavy metals test is usually not requested by the cosmetics legislation, but it is advisable to perform it in most countries, while for certain types of products in certain countries, it is mandatory.

Annex II of EU regulation 1223 / 2009 prohibits the use of heavy metals and heavy metal compounds containing lead, cadmium, arsenic, antimony, and mercury, except for some mercury compounds which are allowed to be used as preservatives in Annex V. In accordance with Article 17 of this Regulation, the unintended presence of the prohibited substances in cosmetic products is permitted in small quantities if their presence is technically unavoidable and the product is proven to be safe considering the safety report of the product. The Cosmetic Commission of the German Federal Health Office (BGA) and Health Canada have published values for technically unavoidable levels of heavy metals.

Usually, the samples are converted into liquid and analysed by atomic absorption spectrometry (AAS) or inductively coupled plasma spectroscopy (ICP).
