CPSR – Cosmetic Product Safety Report
The Cosmetic Product Safety Report (CPSR) is the mandatory safety assessment for your product, prepared and signed by a qualified safety assessor. It is required for every cosmetic product placed on the EU, UK, Turkish, Swiss and GCC markets, among others.
What it covers
- Part A – safety information: formula, physical and chemical properties, stability and microbiological quality, packaging, intended use and exposure.
- Part B – safety assessment: the INCI check and toxicological review of each ingredient against EU regulation, the toxicological profile and the safety conclusion.
Three tiers, by formula complexity
- Simple – few, well-known ingredients.
- Standard – a typical cosmetic formula.
- Complex – 26 or more ingredients.

What it builds on
